Well, Dell printers are going to actually be a Lexmark with the Dell logo on it, so it should be the same quality...
As far as ranking the quality of laser printers, I'd say Oki is the best, with Canon and Brother following close behind, Lexmark (and Dell

) running right after that. HP color lasers are not as good as the others in my opinion, since those are the only laser ones they make (develop and produce), and the B&W ones are actually made by Canon. (HP designs the shell, and then Canon provides the actual mechanisms) In general, HPs market is in ink, and that's pretty much where most of their R&D dollars are spent.
If you're looking for specific printers in the $500 and less market here are a few:

Brother 2700cn- Probably the fastest in the price range for B&W, and the fastest color considering the resolution that it prints at. (Some HPs will be about the same, but sacrifice a lot of resolution...) And the cartridges, excellent capacity, but a little pricy; still works out to be one of cheaper ones to maintain.

Oki 3200n- One of many good options from Oki in this range. Generally a little lower quality of resolution on the color, but usually a bit more speed than some of the others. Generally Oki printers also come with a paper tray that can use legal size paper without any major adjusting. Overall, very good quality printers, and very good tech support behind them. (I believe that Brother and them offer a year over-night replacement on defective printers.)
Unfortunately, it looks like Canon doesn't offer a color just printer, they have a multifunction in the 8170 for $700, and the 8180 for $800.
