combine 2 internet providers

i am in mexico and have a telmex fiber connection and also starlink. the fiber is great but goes out often and the starlink is good and reliable.i have cameras and a dvr so i can record and view from the states when i return there . the starlink is more reliable but the upload is is not so good for viewing cameras. i have been thinking about combing the 2 with a peplink or similar. any ideas? thanks for any help
