Commercial Scanning

I am looking in to buying a commercial scanner. I am wanting to scan in photos around the size of 6" x 3" and enlarge them to sizes like 12" x 6" and possibly 18" x 9" whilst maintaining a good quality!

If anybody could tell me what features I need to look for in a printer I would be greatly appreciative..
Possibly things to avoid and things to look for when buying a high quality printer.
