Comp lagging issues

Hey guys, im new here, been looking for a good PC forums website and i think i found it, but anyway. I enjoy playing CS: S and i dont enjoy lagging (no suprise there right?) so anyway i dont feel that i should be getting about 23FPS just running around on CS.

My Specs are:
Microsoft Windows Xp Pro SP2
Intel Pentium 4
3.00GHz
1GB RAM
230 GB HDD
Ati All-in-Wonder 9600 Series grafx card

i have XP tuned for best performance, all CS video settings as low as they can be..umm thats basically all, i dont think i deserve this lag x.x
any help or ideas would be appreciated

Welcome! Glad to hear that you hold this forum in such high regard! :)

Definitely get some more RAM and possibly a little better graphics card. One other question, is this lagging due to a internet latency issue or hardware subsuficient-ness? Either way, get some more RAM, and if you got the extra cash, upgrade the card; it's about time to do that anyway if you want to play the more current games...
 
Nah its not my connection, i have cable Roadrunner and so does my friend and he gets about 40fps in situations when i am getting about 23. Is there a possibility im like UNDERclocking or something that makes my PC shit? How can i tell? And if so how do i raise it up and possibly OVERclock it? Or is that bad?
 
Hmm, well i'd like to upgrade then, i would like a grafx card capable of running dual monitors while being able to maintain a nice css fps rate, but i dont think that dual monitors lower the fps when you only have CSS in one screen with nothing in the other. Any suggestions?
 
Okay well yes! the answer to "Does dual monitors lower your FPS?" is YES!, i was getting very low FPS with dual monitors and i turned the right one off and now i get 30-40 most of the time until i start shooting someone and then it drops immediately to 10! so like wtf is going on? Even with my right monitor disabled im still getting shat on by my damn FPS : \ Could it be that maybe some of my drivers are out of date which causes me to get shitty fps? And if i dont rlly know all the parts in my computer since my brother built it how would i go about updating their drivers?
 
you just need to know the model of the graphics card to update the drivers, and have you tried lowering the graphics settings slightly? that can sometimes improve your FPS...
 
Okay well I found out my problem, my comp looks like its overheating although i dont know much about temperatures of computers, but im assuming since its 262f my comp should be like about to blow up or something. I only have 2 fans on my PC currently, and my friend said they suck so maybe i should like get a new case or something? what can i do to fix this problem? Its causing huge problemz. So I downloaded a program called Speedfan and here is a screenshot while gaming.

i opened up the side of my case and put up a floor fan right in front of it and it was working fine on CS, was getting about 50fps from the start and stayed around there for about the hour i was playing for, but i know im capable of 100fps since thats what it used to be running on with my 1st 2 minutes of CS then it got too hot and went to 50, 30, 20, and then like 10. So i gues i need to buy bigger fans? Im only using 2 fans, which say '3x25' on them whatever that means. Thanks!
 
The 9600 is not a very good card, so your lag may be coming from your card. I have a 7900GT and somethings when it gets intense I get 22 fps's too with everything maxed out in Sin episodes, with uses the Half life engine.
