Just installed a new motherboard in my compaq v600, hooked up wires properly but still have black screen, wants to boot up all the way but sounds like it tries but wont all the way

Are you getting any noises from the new board? check all of your connections, is there a light on on the board? do you hear any windows startup sounds? unconnect everything and reconnect it. Take out the RAM and re-seat it, Is your Hard Drive Bad? Is the HDD making loud grinding noises?

Just Giving some diagnostic tips...
Thanks
Jakob

try hooking it up to an external monitor. That is always step 1 on any screen issue in laptops (narrows to GPU/driver or LCD issue).
IF you see something on the external, then recheck that all wires are connected properly. Also check for a Power line to your LCD and be sure it is plugged in if present. SOme have the power in the DATA line, and some have it separate.

cpu wasnt screwed in all the way

thanks for the help, turns out the cpu wasnt screwed in all the way, it took taking the whole thing apart and re checking wire after wire and trying the tips you guys gave me to figure it out lol but thanks for the help
