Computer doesn't start after installing PCI-E video (could be obvious)

So I just bought all new computer parts (from newegg) and built a new computer. I did the initial setup/configuration and Windows installation (vista 64) using the onboard video in order to simplify things.

After I got everything all installed, I went to install the video card, which is an Nvidia 8800GT PCI-E 2.0 card. I made sure the power connecter was connted and everything was seated properly.

The thing is, when I go to turn the computer on, the only thing that happens is the LEDs inside the case light up for a split second, and the fans both turn for less than a second, then everything just stops.

I noticed that the requirements for the video card are 12v 28A and my power supply is capable for 12v 20A. I'm assuming that I need a new power supply, but I just wanted to verify that the symptoms and numbers mean that I actually need a new power supply, before I go and buy one.
