computer down

I was playing a game today and my computer slowed down and just shut down. now when i try to start up the computer nothing happens no fans nothing. I opened up the computer and found that the retention bracket is busted. doesnt look like it hurt anything since only one tab was busted. but i think it is the power supply is there a way to test the power supply with a multimeter? or could it be something else?
 
Well you say the retention bracket broke, do you mean the bracket holding the heatsink on fell off, or the processor and hsf came off the motherboard, or what?

And what makes you think its the PSU?
 
He said it won't power back up(no fans and such) I guess one could assume this is a PSU problem...

Pentium 4's are suppose to underclock and all to save the processor. There was a video where they did this while playing quake and the computer just kept going(but very slow) I assume the "retention bracket" is for the heatsync? Do you think the HS could of hit anything when it fell off? Or could the system not be coming on due to no CPU fan(or do you have it connected and able to run?
 
the plastic bracket that holds the heat sink has a busted tab the heatsink never moved. just found the little plastic peice in the bottom of the computer
