Computer fan!!!! a bit of help would be nice!

Okey the problem is that my computer fan is making a big noise and doesn't spin correctly.
I cleaned it like 2 times and nothing seems to work.I think my computer is being overheat cuz
sometimes my monitor picture crashes and a colorful picture comes and I need to restart my computer.
If any1 can help this would be

Fans are cheap, look at replacing it.

The fan for intake that blows air in your computer? The fan on the processor cooler? The fan on your Graphics card?
