computer fan

The fan on my computer has been blowing very hard. One time when turning on my computer the fan blew really hard and the computer wouldn't even turn on. The tower made a beeping noice while the fan was blowing and the computer was failing to turn on.

Do I need to replace my fan or what? If so, what kind do I buy. I own a Dell Inspiron 530.

What fan is it? Case, Power Supply, or cpu? Maybe your cpu fan is clogged with dirt and dust and needs to be taken off and cleaned really good. But if you do that re-grease your cpu with thermal paste before putting it back together.
