My friend has that laptop, or one very similar, and he loves it, he uses it for basic web browsing and stuff.

yea its a little more expensive but he will be able to play games on it, and it will last a while and its a lot faster than those micro tops or net tops...

Why a laptop first of all? Why a micro-laptop if he's not going to be going anywhere with it?
For the same price, you can get a much greater (specification-wise) laptop since the current one only has 512mb of RAM and 8GB of Memory.
Make sure you teach him about viruses/spyware on the internet. Not to click random sites and that stuff. When I was 10, I clicked on everything I was led to.
Install quality Antivirus/Firewall and backup your files!

imo, you don't need to buy fast computer or the latest laptop (high tech).
Choose laptop that helps him to finish his homework or for basic computing.
If he is interested in advanced computer (such as programming,graphic design, etc), then you should consider to buy the best for him.

we need to know what he will be using it for, and what your max budget will be.
Also I am re-inforcing what KJS said: teach him about all that stuuf like malware, spyware viruses ect. Make sure he knows NOT TO EVER CLCIK ON THE ADS!! A lot of times these are scams to get viruses. Either way, install good antivirus protection and firewall. Zonealarm is good.

It would better to get one witn XP on.
