Computer Has NO IMAGE after installing New Power Supply

So my brother has a Gateway FX series desktop. He has previously bought a Nvidia GTS 450 to blow people brains up when they see Starcraft 2. The only problem is the power supply was not enough (430w). He just today went out, bought a 500w power supply to run it better (it was experiencing slow downs after 20 minutes of playing games), but when we locked it into place, plugged everything in, everything is turning on except the graphics card (I am assuming this because the fan is not spinning). There is no image at all, even a normal boot up image like "Gateway" with options for BIOS, and other options.

I can for a fact see everything else botting up, as in his ethernet ports, CPU fan, hard drive, and his CD drive works.

Specs: Intel Quad Q8200
6GB DDR3 RAM
640 GB HDD
Nvidia GTS 450
DVD Super multi drive

My tech saviness only goes so far, so I figured I would put this issue up where smart people are lol. Yes, everything is plugged in tight.
 
I know you said its plugged in right, but I have to ask. Did you connect the 6-pin PCI-E connector? I remember when I installed my 4850 I totally forgot and freaked myself out over it to no end until I figured it out. Not two weeks ago I forgot to plug in my mobo connector, it happens pretty easily. If not for that, what brand is your new power supply? You might not have actually made much of an improvement, or may have even downgraded depending on the brand. Cheap power supplies are not only much weaker than they say they are, but also computer death trap. When a PSU goes, it has a tendency to take stuff with it. Anyway, do a double check on all your connectors and if that doesn't help, try replacing it with the old PSU and we'll go from there if that works.
