Computer Not Reading New Hard Drive

I recently purchased a Western Digital Caviar Black 1 TB Desktop Hard Drive (WD1002FAEX) and my computer is not reading it.

How do I get it formatted so I can use it? When I go into my BIOS I see the hard drive listed as well as the factory one. The only thing I am wondering is the new WD drive I bought is a 6gb/s drive. I believe I have the jumper in the right place so that it downs it too 3gb/s. Do I need to buy a new SATA cord that is compatible with 6gb/s because the one I am using is only 3gb/s.

Only upgrades are Windows 7 32 bit and a 8600GT gc

You need to go into disk management and partition it, format it, assign it a drive letter before it will appear in "my computer". Right click on computer and click on manage, click on disk management on left and then find the drive on right and start the process.
