Computer not turning on in case?

Well, I'm pretty sure it's the standoff screws, but I don't know where to get standoff screws, and the mobo powered on for a second, with the PSU sideways.

Did your case come with any standoffs when you got it, or did the motherboard? I think they're all pretty standard anyway, so you should be able to pick up some from eBay.

Sounds like the board shorting on the case is your problem, do you have any standoffs installed at all? If you have too little installed, you may get issues, if you have too many and the standoffs are making contact with the board where they shouldn't be, you'll also get issues.

The correct standoffs and screws would have came with the case. If they are too long then you are using the wrong screws.

Not really. You need the correct standoffs and screws otherwise the board will short on the case.

I thought you bought your case with your motherboard and CPU already installed? Did you remove the board?

Are you also sure you've plugged the front panel connectors including the power switch into the correct place on the board? It's very easy to plug those connectors in the wrong place.

Well, the people who assembled the pc didn't do it properly, I had to take the motherboard out to make sure it worked and not a broken thing. The guy didn't put the screws in properly, he took out all the pci brackets for no reason and lost em, no key, I fixed most of it though.
