I thought about getting more ram, and a better video card but the other forums I went to said I'd be better off with a whole new computer. I am on a tight budget (around 200$) and was looking on Criagslist and found a computer that looked decent, here's the ad.

Computer built to run games such as Oblivion World of Warcraft and Counter strike for sale.
Specs:

Nvidia Geforce 7series gfx card.
AMD Opteron Dual Core processor.
4GB RAM
150GB Hard drive + 3 unused Hard Drive Bays
8 USB ports
Wireless Adapter and Wi-Fi Ready.
Green LED lighted case and Cover for front disk drives.
ALSO COMES WITH:
Keyboard and mouse (optional no extra charge)
19" LCD Gateway Display
Pictures available upon request

Asking $200.00 or best offer.
Spent a little over $1k putting it together
COMPUTER COMES WITH WORKING WINDOWS XP INSTALLED.
All parts are working and brand new, motherboard is no more than a year old, new RAM and GFX card out of the box.
Will arrange a pickup or ship.

Would you guys suggest getting that computer, or upgrading mine? Any help would be much appreciated, thanks!

I don't like how the craigslist seller says they that spent over $1k on it and then says that "all parts are brand new" when the parts obviously are not. Maybe still in good working condition but nowhere near brand new. Or else he wouldnt be asking 1/5 of the price he supposedly paid for it. A few parts might be brand new but probably just cheap add-ins to make the computer appear nicer. The one on Craisglist isnt bad for the price, it would be nice to know exactly what Operton processor, what type of memory, and which 7series card it has. I think the craiglist one is the better deal because yours can't support dual core processors and yours can only go up to 2mb memory and the craigs one can atleast do 4. Like others have said your better off saving up your money ($500-700) and buying a whole new system because both yours and the one on craigs are rather oudated. You could try maxing out the memory in your system to 2gb and going with the highest P4 3.6ghz and getting a high end AGP or PCI video card all for maybe $125 or less. All your looking at with that though is just to get you through for now and not have much potential in the future.

If you want to spend a little less and have ok performance go with updating yours. If you want to spend your limit and run those games decently but not have much future potential buy the craigs one. If you want to better prepare for future stuff and be able to sell your computer for as much as possible then use yours, spend $50 and max the memory, until you have $500-700 and then build a new one.

I personally would keep the system you have...Because it is fully capable of running those games on high.
AGP video card: http://www.newegg.com/Product/Product.aspx?Item=N82E16814102814
The 3650 should be able to run WoW very well, im not to firmiliar with that game, but ive heard it is pretty cpu dependent, so you p4 should be fine.

Ram: http://www.newegg.com/Product/Product.aspx?Item=N82E16820141167

1 gig of ram will help you out quite a bit.

Total is: about 110$, you might have to upgrade you psu for the 3650 if it is a low watt/low amp psu. What are the specs for your power supply?

Thanks for all the replies. How do I check my power supply? I have a guy that I know that works on computers for a living, so I'm seeing if he can build me one real cheap or if I should upgrade. But you guys seem educated on cpus so I do trust you all also.
