as ridiculous as this may seem.. listen if you want..
you can try these methods:
if you have roxio easy cd creator on your computer, go to their site and update the drivers
if you have easy cd creator, remove the createcd.exe value from your registry
In the Windows Control Panel go into Power Options (Performance and Maintenance). Open the APM tab, and make sure it's enabled (checked).
Try going in to your bios and clicking the "load fail safe defaults" tab. you might have to change your boot order for hdd first. for some reason this was the problem. you'll have to wait for it to check the floppy drive before booting.
