Computer sometimes won't boot past bios

I have a laptop with windows XP. When turning it on or restarting the laptop, Toshiba is displayed and I can select F2 or F12 to enter setup. After that screen, no sound comes from the hard drive and this is displayed:

and it keeps repeating...
 
I checked my bios setup and when the problem occurs, bios setup does not detect a hard drive. I have to keep CTRL+ALT+DEL until it catches on and detects it.
