computer starts up, then cuts out just before BIOS?

i just put everything together in my new build. the computer's fans start spinning and everything looks fine. then, just before anything shows up on the screen, it turns off. then, it tries the whole process again from the start. HELP PLEASE

Check all your connections are tight then take out the memory sticks and re-insert, making sure they snap in positively and are inserted in the right order (if applicable). I had a brand new build do this. It turned out to be a faulty motherboard but we knew the machine checks the memory first. Question is, if it doesn't check out, whether it can bring everything to a halt. So it could either be faulty memory or a fault in the board. The tricky part is finding out which...

ok. ive gotten it consistently to the BIOS. all i needa do is get it to stop botting off of the dam hard drive and boot off the DVD drive.
thanks for the help, the connections were the trouble.
