Computer tripped circuit breaker...

I built my computer in February of 2011 and its been running perfectly fine up to this point. Last week, while i was browsing the internet, the power breaker tripped, the computer powered off, and after resetting the breaker, the computer refused to power back on. I'm not completely sure but i'm assuming the computer tripped the breaker. I figured the PSU must have burned up so I went out and bought a new one. I got through installing it and the problem remains. It will light up for half a second, the fans spin for half a second, and then nothing. I'm at a complete loss here as i'm not sure how to proceed. My next guess is the motherboard is dead but is there any way to test it before I go out and buy a new mobo too?

Try resetting the cmos first. Remove power cord from power supply, remove cmos battery from motherboard, press the power button on the case a few times to discharge any remaining power, then wait 5 minutes. Then reinsert battery, reconnect power and try booting up.
 
No capacitors with orange stuff coming out of them. Also tried unplugging it, removing the battery, pressing the power button a few times, and letting it sit for a while with no luck. All I can get out of it is half a second of lights and fan spinning.
 
Are we talking about a breaker on a power strip or the breaker for the wall socket? Regardless, I would try plugging in to a different circuit to eliminate the possibility of faulty wiring, breaker or power strip.
 
I haven't messed around with the wiring since I built it in February. It's been running fine up until last week when it tripped the breaker. I then replaced the power supply and rewired it to no avail.
 
It's likely the motherboard is a goner. Try unplugging everything (drives, CDROMs, etc.) except the motherboard itself from the power supply and try it again. Do keep the CPU fan plugged into the motherboard.

If the PSU powers up, then you have a bad peripheral, but if not, then motherboard took a dump.

The capacitors won't always be leaking; if they are bulging even a little then it is a clear sign of damage to the motherboard. Keep in mind that motherboards can be bad without damaging the caps, either.
