Computer turns on immediately after shut down?

I checked all the bios settings and disabled all "wake up..." features, but it still turns on. I don't know what else can be the cause?
Im shutting down by windows start shutdown. It's a new build and it has done it since the beginning. I'm running xp. The computer shuts all the way down and about 2-3 seconds later it turns on. I have no idea what might be the cause, any help would be much appreciated. I have to turn off the power switch in the back for it not to start up again.

I also have a ide controller which is connected to the hard drives
 
Go into the BIOS and look for WOL (Wake on Lan) and disable it. If you have broadband it can happen if some hacker is running a sweep and triggers your router!

In the ADVANCED BIOS TAB, make sure the POWER-BUTTON key is set to OFF. And that the "RESTORE from power failure", is set to OFF.

Also, in control panel click the power-options icon, select the ADVANCED tab. Make sure the
power button is set to turn-off, and not go into standby, where any key or mouse button will bring it out of stand-by.

There might be programs in the TASK-SCHEDULE, (Eg: AUTO UPDATES, etc),
These can be configured to turn the PC on.

Have you also checked the APM settings in the BIOS?
 
Also you may have a dodgy system case power button !!!

Its happend to me before where the pc will turn on and shut down for no reason LOL

try taking the side panel off and turn on your pc (BE CAREFULL) !!!
then remove the power switch from the mobo and then shut down the pc the normal way START>SHUTDOWN LOL

if it still does it, it isn`t the power switch :)
