computer with 2 hard drives

Ok so this computer i have worked on actually has 2 hard drives, one is formatted NTFS and the other FAT32, to be honest i have no idea why there is 2 hard drives when there is plenty of space on both but thats besides the point. Ok so point being, ive been thinking about doing a clean install of windows on it, but this is my question do i do the clean install on both harddrives? and if so how does that work?
 
No you do not need to do the clean Windows installation on both HDDs.Just do it on ONE HDD.Pick the one you want to use and you are ready to go.
 
so only do it on the one im going to use, but now say i want to access stuff on the other one will it be ok to access? and does it matter which one i do it to?

It doesnt matter.Just install Windows OS one one of those two HDDs and from installed Windows OS just completely format that other HDD from the DISK MANAGEMENT and you will be able to access the other HDD from Windows.
