Computer Won't Boot Up (Monitor Won't Display Anything)

I wanted to install an xp 2200 cpu on a M848A motherboard on my brothers pc. He has an xp 1600 cpu in there and I wanted to install the 2200 since it's faster.

Anyway so I install the cpu.

When I plugged all the power cables back in and started the computer up, the monitor never came on. It just flashes and says no signal. I tried 2 different monitors. I know the agp card is in there tight. Still nothing. Tried a different vidoe card too.

So I put the xp 1600 cpu that I know works back in there and still the same thing keeps on happening.

Unfortunately I don't have a speaker cable for my case so I can't hear the problem.

Computer has windows xp on it. The motherboard is made by "pcchips"

The cpu fan spins, system fans spin, cd drive is powered up, hard drive sounds like it spins for about 5 seconds and then stops.

I tried clearing CMOS but nothing happens. In fact, it seems like I have to have it on the opposite settings for the computer to even boot up now. When the cmos is in the clear position, the system will boot, but when the jumpers are in the normal position, the system won't even power up.
 
First off, are you sure the two CPU's are the same socket and the motherboard supports the new CPU?

Try unpluging the computer and removing the CMOS battery [press the power button to make sure there is no reserve power] to reset the BIOS and CMOS. After several seconds, put the battery back in and try it again.
