Computer won't boot....

This has to be the weirdest thing ever I experienced. While I was putting together my new desktop, my husband did some modifications to his computer (put in new video card and installed a different heat sink.). After he was done, at first his computer wouldn’t power at all. Now for some reason it powers, but doesn’t boot! The screen is just black… there are no beeps, nothing!… he supposedly checked everything (I will double check here in a second though…) and he said his mouse or keyboard don’t light up… help me out guys! Thanks in advance! I hope I can get it to work when he comes back from work!

oh, but on the other hand my new desktop booted up no problem installed 7 on it in 20 min! WOW! just have to redo the wires, it's a mess!
 
Well I checked everything, everything looks fine, I tried to use the old video card, nothing, checked the RAM,.... I did notice something funny though... the power button stays orange when I try to turn it on. What is going on?????? Really need some help with this... Forgot to mention, that they CPU fan is barely spinning...

What are the specs of his computer? What hardware is he running? Like video card, ram, cpu. He might have a bad video card or power connector from power supply if the video card requires extra power.
 
Well the Specs are, AMD Athlon II 2.1GHz, 3GB of RAM (DDR2), His old Videocard was a EVGA 8600 GTS, we put in a EVGA GTX 460 (superclocked)... (tested both of them they are fine.) The power supply is Antec 700W (SLI certified) power supply. Maybe when he gets home we will put his old powersupply in there and test out if that was the problem. (I doubt it though, it's only 2 months old or so...)
 
Try running with minimal hardware. unplug all hard drives, take all jumpers (if any) off the board, use integrated graphics, run one stick of ram.

See if it boots.
 
Did he unplug the 4 pin (I believe its 4) cord running from the power supply to the motherboard near the heatsink? I believe the cord is normally a yellow and black wire.

Without that plugged in a lot of motherboards will appear to power up, but wont boot.
