Computer won't post?

A friend of a friend built a computer that won't run. So, I'm taking a look at it for him. First of all, I unhooked all the cables and reconnected them to make sure everything was correct. I got it to start up, but it freezes at the Gigabyte flash screen and won't read the keyboard. It beeps once when it starts up just like it's supposed to. All components seem to be working properly.

I cleared the CMOS. Tried USB and PS2 keyboards. Swapped RAM modules. Nothing will get the keyboard to work and/or the computer to pass the splash screen.

The setup:
Motherboard: Gigabyte GA-N650SLI-DS4
CPU: Core 2 Duo (not sure which one)
RAM: 2 x PQI 1GB Turbo
PSU: Antec Earthwatts 650W
GPU: XFX Geforce 8800 Ultra
HD: 2 WD's
CD Drive: Mad Dog?

Bad motherboard?
 
oh, i saw that, uumm... could be a dead motherboard..... check it is not shorting out or anything?
 
I'm not sure how to check if it's shorting out. The splash screen stays up and the computer stays on, so if it were shorting out, wouldn't it turn off?
 
yes if it was shorting out it would turn off after a period of time, but that would be quick after reboot, make sure all the screws are in and everything, reset the BIOS and then see what happens.
