Computer won't post

The computer is an HP TouchSmart 520 all in one, the motherboard is new, the power light on the old board would not turn on, but the light works on the new board.
This computer is a desktop but the Motherboard is fashioned after a laptop board, and the Power Supply is just like a charger for a laptop. After the new board was installed and the power button pushed the power button light would blink several times, had to press it several times for the power to come on. The CPU fan and hard drive start but nothing post (no video).
No missing or bent pins on the processor. Question: would a damaged CPU cause this problem, it was not getting any power whatsoever.

Did you replace the motherboard or did a computer repair center replace it? Could be anything from a bad cpu to missing power connection somewhere.
 
I am the computer repair guy, I just didn't want to buy another CPU until I get some conformation, I'm kind of leaning on a bad processor because I found that the backing retainer plate for the FM1 socket had two split screw tapped holes, so I'm thinking that there was a gap between the cpu and the heatsink which caused the cpu to overheat. I know that the computer should have shut down but sometimes that just don't happen.
