My computer has not problem turning on and off, but when I try to reboot it, it stops at the part where it should start the reboot and their's no signal to the monitor. When I do a (hardoff?) and start it normally, It turns on fine. Any solutions?

Im guessing from your sig this is a custom built computer. First thing I thought of was the case wiring to the mother board, make sure those wires are properly connected and not loose.

No, it's actually a tricked out Compaq (SR1550NX)...... I don't think it's the wiring but I think it's started when I put 'minimal power management' under power schemes.....

It osunds more like the amount of things running where it takes far longer to shutdown. Something is most likely hangng up when you go to shutdown or restart. Try knocking out a few startups with the msconfig utility and see how it goes.
