computer won't start... power supply the culprit?

Just came home after being away for 7 days to find my computer off when I know I left it on before leaving. Pressing the on/off and restart buttons don't do anything, not a click or a whirl. But if I unplug the computer's power cord and plug it back in, then press the 'on' button, it turns on for a split second before going back to silence again. Did this a few times all with the same results. I opened up the CPU to take a peek and didn't smell smoke or see anything alarming. Does this sound like a power supply problem?? I've only had this computer for 18 months.

P4 3.0 Ghz
2 Gb RAM
Asus P4C800 Deluxe mb w/ 400 watt power supply

you could have shorted out the PSU...but i would try the small things first...try a different power chord...make shure the jumpers are plugged in correctly...make shure the power setting on the PSU is set to 115
