Computer won't start

Hi.
My computer was running fine, then I tried to shut it and it froze. After this I kept the power switch depressed to turn it off, but when I tried to restart it it just kept restarting over and over again. Tried to start it in "safe mode" but that doesn't work either.
Anyone got any ideas?
Would it work if I reinstalled a copy of Windows again??? Someone told me they had the same problem and solved it that way.

did you increased the fsb from the bios, or did you increased the frequency of the video card, try clearing cmos, u have a jumper on your mobo

Didn't do anything, haven't changed anything in a long time, computer was working fine then froze, it's froze before but always restarted properly.
