Computer wont Startup

That's a video of the problem I'm having.

Everything before the problem:
It cut off randomly with no warning
It was doing no heavy tasks, just youtube, facebook, and skype.
Nothing about it has changed recently other than its location and that it has my new external hard rive.
It's case cover has been off for almost a year now due to rattling and I live with cats.
It's graphics card and hard drive have been replaced within the time I've owned it (7 years)
 
A list of your specs would be helpful.

My first thought is that it's most likely a problem with your PSU or Motherboard
 
Does the machine power up ? The video is pretty dark, but sounds like it is powering up for a few seconds then cutting off ?

Yeah, that's what its doing.
And its a Dell XPS 410 with a replaced gpu. AMD Radeon HD, I think?

I checked the cpu fan, the gpu fan, and the psu fan. They are all spinning properly. I also cleaned the heatsink, dusted the fans, and scrubbed all the connections. Still nothing has changed.
 
It may be a bit of a hassle but i would say try another psu, but before you do that take the machine down to a minimum take out the gpu and ram, disconnect the drives and attempt to start the machine.
 
Well it does look likely to be a faulty power supply or motherboard, since you don`t really want to have to take the machine apart start with the power supply, use the psu from your other machine to test.

You don`t have to remove the psu from the faulty machine, just disconnect it and connect the test psu which you can just rest on the case and try to boot the pc.
 
Tried with a different PSU, no change.

And as for the mobo, I'm not entirely sure about this, but if the LED on the mobo comes on when powered that means its working right? 'cause that light is coming on.

No that is not true. If the light is powered it does not mean the motherboard is fine. There are many complex parts to a motherboard and more likely a part of your motherboard is damaged, but not in the circuit that light up the power LED.

If you have tried a known working PSU on the motherboard with only 1 strip of RAM and CPU and it's still the same situation, It seems that your motherboard is the issue.
 
If you pull ALL of your memory out of the motherboard and try to start up you should get some beep codes. If you get the beep codes, your motherboard might be OK. If not then you know what to look for.
 
Remove motherboard battery, keep power cable connected but PSU switch off, and hold down power button on case for 30 secs. Replace CMOS battery and turn back on PSU switch. Try again.
