I recently replaced the cooling system on my laptop after the fan broke but did not add the conductive paste covering the parts of the computer that generate a lot of heat. You should definitely use thermal compound as it more effectively transfers heat from the CPU to the heatsink.
What you have linked is not a good product. You should go with something like Arctic Silver 5.
