Connecting Cell (LG5200) to Laptop

I just bought a usb cable to connect my wife's cell phone to our laptop to get some pictures off of it.

I installed the drivers for it. When I plug the phone into the computer, the phone immediately says "charge complete" (even though it isn't), and I can't figure out how to get to the pics off the phone.

I open up My Computer and it is not listed there. I tried looking in the phones menu to see if there is something about sending pictures to my PC. I have gone to Start: Run and it says that nothing is connected.

Do I need some software for this? Or is there a problem w/ the usb cable I just bought?

Yes, you need software for that. The cable alone won't do it. If the cable did not come with the software, then:
You can try this: at Amazon

Or if your phone has Bluetooth technology or Infrared Technology, you can buy a USB Bluetooth set or a USB Infrared set (at Bestbuy or Fry's or any computer store) and try the software that comes with that. However, sometimes the software that is tailored to your phone is easier to use (but not always).
