COnnection problems

My friend cannot connect to the internet even though his modem says hes connected and the conectvity light on the back where the cable goes into the comp is blinking and he did a virus scan with norton nothing showed up... whats wrong...

turn off the power on the modem and turn it on again
if this doesnt work, call the company, i had the same problem and when i called they solved it in 20 sec

turn off the power on both the computer and modem.... if this does not work the computer may not reconize the modem being plugged in.... is it running off usb or ethernet
