Considering graphics card

I am not a gamer, but I just upgraded my 19 monitor to a 23 inch. I also don't watch movies or tv shows much here on my desktop, but lately I have been doing some viewing of some sort on the desktop.

My current PC is a Dell Inspiron 660 with an i3, 8gigs of RAM, Windows 7 x64 Ult.

I am not looking to spend a whole much on a card, but wouldn't mind something to help with the graphics on the monitor. My monitor doesn't have an HDMi slot, but does have VGA and DVI. Ideally I would prefer DVI over VGA.

Would someone happen to have time to help pick out something on a low budget? I am thinking of getting this in June right around my birthday.

Also would it really matter at this point if it were intel/amd?

The GTX 750 is a very low-wattage card that's capable of playing modern games on medium settings, and I think it's around $120.
You didn't specify your budget and needs really.
 
Resolution, not screen size.
For general 2d shenanigans you shouldn't notice a difference.

What exactly 'needs help with' ?

If you're not gaming etc, then a graphics card is a complete waste of money. What are you expecting the graphics card to solve? What issue are you having?
