Use QoS which sould prioritise games and web browsing.
there's a program called net limiter that actually lets you shape network access speeds

so does QoSso you could, for instance, limit gnutella traffic, while allowing internet and e-mail to remain uncapped
i agree it's overkill for a home user
i think it's more geared toward businesses, to keep people from hogging traffic for non-productivity apps, and monitor people's bandwidth usage
it would still be neat, tho. might be neat to actually figure out how to split the cable bill with my roomate each month (altough if that was the case, ID be paying for 99% of it)
