cooling a graphic card

At what level of a card should you start adding extra coolants to your computer to keep the temp. at a respective level?
 
You wouldn't even need an aftermarket cooler even for high end cards, they come with cooling systems that sufficiently cools them. You would need a more powerful contraption when you start overclocking, so I would say Mid range, I don't see the point in overclocking a budget card. Even when I'm overclocking a 7600GT I would opt for an aftermarket cooler.
