Core 2 Duo stock voltage differences

Two E6750s ordered from the same source. One came with a stock voltage of 1.25v, the other, expected to be the same, ended up having a stock voltage of 1.35v. Both used on the same motherboard, same cooler (AC Freezer 7 Pro). The lower voltage chip overclocks much better than the other.

What's going on here? I wish newegg had a separate item listing for the two different chips.
