For a little extra cash, E8200 or maybe even E8400. But E7200/E7300 are probably the best budget performers and you'll save a little (assuming you live in the US)

the e8200 is definitely worth $25 for the extra 3mb of cache over the e7300.

8400 can be had for around 160ish shipped on newegg from what i can remember.

AFAIK E8400 is only slightly over your budget, E8200 should get really close or be even less than $150. Q6600, AFAIK, is somewhere around $200 if I remember correctly...
