Corrupt Windows Service Pack 3 error

I updated a pc with the windows service pack 3 two days ago, and we lost power during the update.
Now the pc is extremely slow to startup, 5-6 minutes to get to the desktop. I ask for a new update of the service pack three but still no change, it crawls along.
I do not see the update in the control panel option of "add/remove programs."
SO I can't remove it.

Any ideas to remove or re-install the pack 3 update?
 
If you lost power while the computer was on, then I bet you have errors on the hard drive or possible hardware damage. Start by downloading and running the hard drive manufacturers disk diagnostic utility and do a full scan on it.
