Could my PC need a new motherboard

Hello

I am wondering if anyone could help me diagnose my computer issue. What is happening is when I play videos with audio i get artifacts in the audio and the video sometimes flickers. If it would make things easier i will post a video showing whats happening.

Its kinda like a static popping sound almost like a "clip" if your an audio engineer that turns into a screech. I have tried several troubleshooting options I will outline later.

The PC is a HP Pavilion A6530F
4GB Ram
Vista 64bit
AMD Phenom x3 8450
nVidia GeForce 6150SE video
Realtek alc888s audio
Asus Model Number: M2N68-LA Motherboard

It was running windows 8.1 and had the issue. I since did a full format and reinstall with the factory shipped os and drivers. The issue still exists. No bios updates available. I tried using headphones thinking it might be an issue with the speakers. Still having the same problem, the flickering of video started after downgrading to vista 64bit. I tested the voltages on the power supply and it all looks good they measure well within the ranges. I checked all connections. I also ran a Geeksquad MRI test and it claims the motherboard is ok. I ordered a pci graphics card (ATI RADEON HD 3450) and a usb sound card and the issue did still occurred just not as badly. Also Before the graphics card the computer would crash when a video with sound was played. I tried using the hp hardware diagnostic tool by pc doctor and it would not perform a test on audio it would just crash the program. The video test passed however.
 
I could not get the audio to install and the last link installed but the issue still remains. I ordered a mother board for 70$ and hope it will resolve the problem. Any other suggestions? Should I try Linux and see if the problem persists?
 
I reset bios to factory and still problem persists. I swapped power supply and the problem persists. Motherboard is going to take a week or two to come. When the pc worked the bios were updated. This problem just got progressively worst over the past few weeks. Now it flashes regular active windows like firefox and test appears funky.

Have you tried taking the cover off and blowing the computer out with an air compressor and refitting all non-mother chip hardware back into their slots? I have an old computer that is running millennium and a box from around 2000 that were gave to me because, the old one didn't show up on the monitor, and the 2000ish one blue screened, I tore them down and blew them off with the air compressor (it's drier air than using canned air) then put them back together making sure everything seated perfectly and they are both still working today, the one that was blue screening is now running backtrack os 4.5 (using it to learn Linux on) and the old pile of junk is just laying in the corner, (junk because it's a micro rig and hard to work in and it only has like 50gb hard drive, be great for those old floppy drive games but that's about it)
 
I did blow the computer out to make sure a piece of dust was not causing something to short circuit. At this point anything is worth a try.

Its so strange especially that all hardware tests pass. Including on the CPU and motherboard. One thing to note is when I was using the motherboards VGA connection I would notice slight static rolling in the video but I thought it was just the monitor going bad. The computer is hooked up to a UPS so I don't think its a power line condition issue.

I am going to take the motherboard out and look at the back side to see if I can see any cracks or something out of the ordinary. The new motherboard comes tomorrow. So hopefully that solves this problem.
 
Okay, I'm gonna type an issue my mom's computer had and you tell me if it sounds like your problem.

The monitor frizzes up and then goes back to normal after a while, sometimes it seems like it's not going to come back up, you wiggle the VGA cable and it stops sometimes and sometimes it doesn't (this somehow worked with my mom's but it had nothing to do with the issue), the screen sometimes get's a weird hue about it (pink, blue, etc). If you answered yes to any of these issues, are you using a LCD screen.

I would, it would cost nothing and you can check without installing it, just make an ISo on a USB stick and run it from it.

What nonsense. This has nothing to do with OS as he has completely reinstalled it previously. This is hardware related clearly and I am still waiting on the OP to confirm he has updated the drivers for the hardware as requested.
