I need to get the price Below $800, or as close to $800 as possible.
I don't know if I need the 1GB memory on the GTX 460, but I guess it would be nice. I could use a different MOBO if Necessary.

I need a monitor and a keyboard, I have mice.

For starters, that power supply is far underpowered to do the job. The TR2 series are pretty poor units to begin with. As i have stated in your other thread, i would personally go with an XFX 650W, although, this is an excellent value as well:

Also, i would stay away from nvidia chipsets....if you want to go SLI, go P55 intel, not AMD.

Also, use combo deals....they are to your advantage.

As far as the 1GB GTX 460, the reason it is better than the 768mb is mainly due to the fact it has 30 ROPs vs 24 on the 768mb version, and has a 256 bit memory interface vs 192bit on the 768mb.
 
Alright, I don't plan on going SLI within the next few years.
The reason I don't use combo deals is because I don't plan on purchasing soon.

I might have to go HD 5770 but I think a Nvidia card would be better for what I'm doing. Damn. But yeah, I might have to downgrade to the 690 II basic, I just chose the 690 II advanced because of the fans.

500W-550W is plenty, but it will be hard to find anything a heck of alot cheaper, especially after you use the coupon code XFXPOWER which nets you 15% off that unit.(~$13.50 off).

Also, go with one of these for memory, 1600mhz, I have used all three previously in builds in the past, and that GeIL Black Dragon is very good memory for the money:

I have two HDD's, Not sure if they are worth using though.
One is a Samsung Spinpoint SP0802N, from a Dell we had.

And then there is a 80GB, 5400RPM SATA hard drive from my dads old laptop.

Ouch, both of those are quite slow drives. I would recommend getting at bare minimum a smaller sata drive. Give me a few minutes and i'll see if i can't fit you a hdd+display into your budget.

Alright, this setup would be somewhat of a compromise on the GPU area(GTS250), but you end up saving quite a bit while still including a hard drive and display, and will get $40 back in rebates between the PSU and GPU, which you could use in the future towards a GTX 460(the GTS 250 has a double lifetime warranty, which would help resale value to an extent), or whatever card is out when you get the rebates(as they generally take a couple months to get back):
