CPU and its paste

i recently took off my cpu fan/heatsink and isaw the paste that came with the cpu all dried up, is it suppost to be dry or still pasty and sticky ? does this mean i should get some AS5 soon ?????
 
My money says you're using a stock cooler which had a thermal pad rather than paste. They can make a mess on a processor :P

But regardless of it's current state, once you remove your HS, you're suppose to reapply new paste.
