cpu at 1.4 volt

I would trust the voltage that my BIOS says rather than software. Check your BIOS again and report back with what it says.

Just checked back in the Bios and it wasy 1.325 for the cpu voltage so it appears both everest and pc wizard is wrong :P so you were right.

i noticed that Intel Speedstep is disabled,i know that enableing it adjust processor voltage and core frequency, which can result in decreased average power consumption and decreased average heat production so do you think i should enable it?

i mean afterall,if it will make my system use less power when its not needed i think this is a good thing.

also hopefully it would reduce temps.

should i enable it?

You could try it out. Your temperatures aren't horrible, but they're not the greatest. You should begin to worry when they start to exceed 60+.
