CPU clock

So I built a computer the specs are not that great, but I have an AMD Anthlon II X2 250 on it. It supposed to be clocked at 3MHz and at times it runs at 3MHz, but most of the time it runs at 780 MHz. Should I over clock or is there a specific reason that its running so slow.
 
It is cool and quiet that is taking it down to 780MHz. It down clocks your cpu whenever it does not need the power. Whenever you run a program that needs more power you cpu will return to 3GHz

If you want it to constantly be at 3GHz you can disable cool and quiet. It should be in your BIOS under your cpu configuration setting if I am not mistaken.
 
What software are you running on your system? CPUBenchMark puts the Athlon II 250 in the High Mid Range Central Processing Units category. The processor is pretty good in my opinion.
 
It runs low to keep things quiet and cool, hence the name! But I don't think it's such a good idea to have your cpu running at max for an extended period of time.
