Hello I just wanted to know if my CPU is suppose to idol at about 40 - 42c because I wasn't sure and it does have the stock cooler. If someone could let me know that would be great thank you.

What CPU do you have? and
Any other components you know of, might help us answer you. 40-42C is an harmless temperature to my understanding.

Depends on the computer, the CPU, your cooling, ambient room temperature and so on. 40c isn't bad if your room temp is like 25c-30c

Load temperatures are what really matter, but the maximum varies on what CPU you have.

Those temperatures are perfectly acceptable then. An aftermarket cooler would help keep it cooler, along with using some better thermal paste (like arctic silver 5 or shin-etsu)

Alright cool. And yeah I got some but there was some on there and just wanted to use that. But I am going to be getting the hyper 212+ later on.

Remove your older thermal paste before applying the new one.Use 91%Isopropyl Alcohol to remove it with anti-static cloth. And then apply the new thermal paste. And remember a little of it goes a long way.
Only a rice grain size drop in the centre of the chip and you are good to go.Do not spread it yourself sometimes that cause non-uniform distribution of the paste.Just place your heatsink over it and you are good to go.Also Once the Heatsink is seated do not lift it up since this will cause formation of air-bubbles.
