CPU downclock? CPU fan not working?

Hi all. I just build myself a new computer and it was working great until today. When I went to turn it on, Vista said that my Amd 6000+ is now downclocked to 1Ghz and has a voltage of 1v. WTH! I tried the CMOS battery, messing with BIOS, everything that I could think of. I'm out of ideas and was looking for some help. Someone please! Thanks.

My specs are AMD Athlon X2 6000+, Biostar T8200 AM2+ mobo, 4Gb of Corsair DDR2 800MHz ram, Nvida PNY 8800GT, 640GB HD. Thanks guys..
 
Are you sure its not AMD's "Cool and Quiet" feature when the CPU is idle. Try an intensive task and see if it clocks back up.
 
I'm almost certain it is Cool'n'quiet - the CPU speeds down and undervolts itself to save power but will clock back up when you start performing some really CPU-intensive task. By the sounds of it, I would say that's it - 1GHz is the minimum for that CPU, because the CPU can't run slower than the HT link, I wouldn't think it's a coincidence that your CPU is clocked at 1GHz.

It's nothing to worry about, it's there to conserve power and save on your electricity bill and also to make sure that the noise your fan makes doesn't drive you nuts. It will not affect the performance negatively,as the CPU speeds up under load.
 
Ok, I'm really stupid. I found out I had one of Vista's power saver setting on! Now it runs great!!! Yeah. Thanks guys for everything and now I'm part of this new forum.
