cpu extreme overheat on windows

My cpu is overheating at 75* as soon as i enter windows xp. I have just installed the thermal grease would this be the problem?
The computer has Just Been Setup A Matter Of Hours Ago

specs:
cpu fan: zalman cnps7000b
intel pentium 4 2.8 ghz socket 478
ati radeon 9600 pro 256mb
1gb ram

did you screw the heatsink down as far as possible?

i had that exact heatsink on my last computer
it seems like ur crushing the cpu but ur not, crank the screws down

Hey mate i checked the heatsink and it is as tight as it can get i am thinking that the thermal paste needs a day or so to dry is this correct.

It shouldn't need to dry or harden, it should be ready tog o after you apply it.

Make sure you have a good airflow.

For thermal paste, have you applied some, being a rice grain size?

I have a P4 and it runs between 35-40 at idle. 75 is way too hot. Have you doublechecked the temps with another app? Is the fan plugged in AND spinning?
