CPU fan not spinning...

Just put together a new comp, everything is working fine but my CPU fan spins 1 revolution, then stops, then spins 1 revolution. My speed fan tems are low nothing above 27. The CPU cooler is aftermarket. I haven't stressed the comp yet, i'm dling 36mark right now.

is it just not spinning because it doesn't need too? Or do I have a problem here?
 
What make and model cpu cooler are you using?

When first starting up the new build here the fan on the Zalman CNPS 9700 was stuck into the ribs of the copper array that surrounds its. A simple push on the fan motor to free that up saw a free spinning after.

Are you using a fan controller other then the one the cooler comes with?
 
He's probably using a gigabyte motherboard. Mine did that too with the stock fan, it'd spin then stop then spin then stop all the way until it got into windows, then it'd spin all the way. Gigabyte motherboards(possibly others too, i only for sure that gigabyte does this) have a smart fan thing that will run the fan faster or slower depending on the tasks you're running. You can turn this off in the motherboard by just disabling smart fan or something to that extent.
 
The make and model cooler will help here even if the bios settings depending on board need a change. Even the 9700 here plugs into the board with the controller installed inline there. Some will see an almost all the way position as well as full speed if the cooler there has it's own controller. Make sure that is set to the standard or normal setting just in case it is a 0-5.5v or 0-12v type.
