Not all fans need speed. Many higher performace fans(particually larger ones) can move more air at lower speeds. My CPU fan runs at about 2100RPM max, and I still get quite good temps(35*C or so) I think it'll do much better with my new case...
What i said was technically correct however its kinda pointless to even bother and overvolting fans is never a brilliant idea.Oh and I think Praetor was joking...I think.

Well check the manufacturers specs on the fanand i dont think my fans are at full power.
In that case, buy a better fandont really care about the life of the fan as i can always buy another one or another HSF only if i have to.
