CPU fan

so i'm installing the CPU fan. and it seems to me that the clip ons are actually really loose. it says to push down and turn nob 90 degrees. but after i do that for all 4 sides, they still lay loosely, im able to move it just a tiny bit. im confused on whether its suppose to be like that or not.

EDIT:
also the power connector is 3 pin. do i put that in the "cha fan" section on the motherboard? cuz the CPU fan connector on the mother board is 4 pin.

What model fan is it? And putting a 3-pin fan connector into a 4-pin array is fine; the fourth pin would be used for speed-control, but your fan will work perfectly either way:)
 
Push it down, but do NOT turn it 90 degrees. Turning 90 degrees will release it, at least that's how the Intel stock coolers work.
 
that's why i didn't use an intel stock cooler for my rig. they're annoying, and they're a pain to switch around. they don't push down hard enough on the cpu imo. they're just cheesy.
