As far as I know, the RPMs change based on the amount of heat generated by the CPU on a normal basis. That's why you have three wires on the cable that leads to the HSF fan. The yellow one is the one that regulates the RPMs based on the need at any given time.

Yeh, on most new ones you cant stop the auto changing thing
