CPU - need advice

my current configuration:
GA-P35-S3G
Q8300+hyper 212+
Leadtek GTX460 1GB OC
4GB (2x2GB) Kingston DDRII 800mHz
WD 640GB Blue
...
Win7 x86

i know my CPU is bottleneck, so which LGA775 CPU you think would make a difference?

Have you tried overclocking your CPU? You have one of the best LGA775 CPUs, and a pretty nice cooler. If you OC that thing, then you can probably get to ~Q9650 speed.
 
for some reason, i can't OC it, even for 5mHz, even if it is 100% tested for any faults.

maybe my PSU is holding me back (450W SHA450-8P).
 
@ScOuT: hmm, my PC runs totally stable with this PSU, do you think it's risky?

@spynoodle: unfortunately i can't buy from newegg, since i'm not from US, but i would find something from Fortron or Thermaltake (how many watts you think would be enough)?
and do you think that weak PSU could be the reason why i can't OC at all?

P.S. here comes a noob question: could weak PSU affect system performance? :D

I think that a weak PSU can cause display artifacts, like random dots and lines or microstutter. I'm not sure, though. What store are you buying from?
